Deux ans de corridors de solidarité ont rapproché l'UE, l'Ukraine et la Moldavie

Il y a deux ans aujourd'hui, la Commission, en collaboration avec l'Ukraine et la Moldavie, a créé les corridors de la solidarité afin d'améliorer les voies de transport entre l'UE, l'Ukraine et la Moldavie, en réponse à l'invasion illégale de l'Ukraine par la Russie.

Initialement créés pour contourner le blocus russe de la mer Noire sur les exportations de céréales ukrainiennes, les corridors de solidarité ont évolué pour couvrir le commerce dans tous les secteurs. Ils permettent à l'Ukraine et à la Moldavie d'exporter diverses marchandises vers les marchés mondiaux tout en garantissant que les importations essentielles parviennent à l'Ukraine. À long terme, ces corridors joueront un rôle essentiel dans la reconstruction de l'Ukraine et dans sa pleine intégration au marché unique de l'UE.

À ce jour, les corridors de solidarité ont facilité l'exportation de plus de 136 millions de tonnes de marchandises ukrainiennes, notamment des céréales, des minerais et de l'acier. Ils ont également permis l'importation de plus de 52 millions de tonnes de produits essentiels, tels que du carburant, des véhicules, des engrais et de l'aide militaire et humanitaire. Ces corridors s'étendent à travers la région du Danube, la Pologne, les pays baltes et la région adriatique, utilisant le rail, la route et les voies navigables intérieures. Bien que le corridor ukrainien de la mer Noire, mis en place à l'automne 2023, soit essentiel, le Danube et le corridor polono-balte restent également cruciaux pour les importations, tandis que l'Adriatique joue un rôle majeur dans les exportations non agricoles de l'Ukraine.

La Commission européenne et les institutions financières internationales ont mobilisé plus de 2 milliards d'euros pour ces corridors. Au cours des deux dernières années, la Commission a coordonné les autorités et la communauté des transports dans l'UE, en Ukraine et en Moldavie, afin d'éliminer les obstacles administratifs et infrastructurels et d'améliorer l'efficacité des échanges. Les priorités comprennent la gestion du trafic, les procédures frontalières et les investissements dans les infrastructures et les équipements logistiques. Des projets majeurs, tels que l'amélioration de la navigation sur le Danube et le canal de Sulina en direction de la mer Noire, ont contribué à la transition vers un système ferroviaire européen interopérable.

Adina Vălean, commissaire aux transports, a déclaré : « Il y a deux ans, les corridors de solidarité ont réorganisé les routes logistiques à travers l'Europe de l'Est afin de permettre aux économies de l'Ukraine et de la Moldavie de fonctionner et d'éviter une crise alimentaire mondiale. À ce jour, ils ont généré environ 50 milliards d'euros de revenus pour l'économie ukrainienne. En même temps, ils renforcent les liens économiques de l'Ukraine avec l'UE, avec des importations d'une valeur d'environ 107 milliards d'euros à ce jour. L'UE a investi dans les infrastructures de transport en Pologne, en Slovaquie, en Hongrie, en Roumanie, en Ukraine et en Moldavie, ancrant ces deux derniers pays dans le marché unique et l'espace de transport de l'UE. Les corridors de solidarité sont et resteront une option sûre pour le commerce de l'Ukraine et de la Moldavie avec le reste du monde. »

Commission welcomes the Council approval of the Guiding framework for the practical establishment of the Hybrid Rapid Response Teams

The Commission welcomes the Council approval on the Guiding framework for the practical establishment of the Hybrid Rapid Response Teams. This paves the way for such teams to be deployed upon request, in preparing against and countering hybrid threats and campaigns in today's deteriorating security environment, with increasing disinformation, cyber-attacks, attacks on critical infrastructure, instrumentalised migration, and election interference by malign actors.

Hybrid Rapid Response Teams will now be one of the key instruments to support EU Member States and partner countries in countering hybrid threats as part of the EU Hybrid Toolbox.

As one of the key deliverables of the Strategic Compass, they will provide tailored and targeted short-term assistance to Member States, partner countries and Common Security and Defence Policy (CSDP) missions and operations, drawing on relevant sectoral national and EU civilian and military expertise in countering hybrid threats. To ensure rapid deployment, the Emergency Response Coordination Centre (ERCC) will be used as the operational hub for deployment to partner countries.

Eurobarometer survey confirms EU must reinforce cybersecurity skills

A Eurobarometer survey published today indicates that the cyber skills shortage is increasing, there is a need for more cybersecurity specialists and we need to increase the number of highly cybersecurity-aware staff in every company across the EU. This tallies with a recent foresight report published by ENISA, the EU Agency for Cybersecurity which noted that the cyber skills gap appears to be closely connected to cyber threats. This represents a major threat to the functioning of network and information systems and to the Single Market as a whole.

The Commission has reinforced its efforts to increase awareness, visibility of cybersecurity skills initiatives and boost the numbers of skilled cybersecurity professionals in the EU. The Eurobarometer survey is part of actions taken through the Cybersecurity Skills Academy which was launched one year ago with the aim to strengthen the synergies between private and public initiatives at European and national levels to address needs of the cybersecurity labour market and its resilience. Commission Vice President Margaritis Schinas and Commissioner Thierry Breton met today with high-level representatives of industry and organisations that pledged free trainings to the Academy.

Furthermore, the Commission has included the Women4Cyber Network in the Academy's platform to actively work against gender-based stereotypes in cybersecurity.

This year, the Commission has dedicated € 10 million to support projects that aim to implement cyber skills training programmes for SMEs, start-ups, and the public sector. With this, the total amount invested since 2021 in projects and initiatives supporting cyber skills together with Member States and private-sector partners rose to around € 600 million. New funding opportunities will be made available in autumn 2024.

The Commission opens a call for funding proposals on support and integration of victims of trafficking in human beings

Today, 22 May, the Commission published a call for proposals on the support and integration of victims of trafficking in human beings. The call for proposals will make EUR 6 million available through the Asylum, Migration and Integration Fund (AMIF) for public institutions, non-profit organisations, and international organisations established in EU Member States participating in AMIF. It aims to improve the identification, assistance, support, and integration of victims of trafficking in human beings. Projects should focus on preventing and identifying victims, raising awareness about trafficking, and providing specialised support for labour, sexual exploitation and forced criminality. These actions will help to integrate victims into society or ensure the safe and voluntary return to their home country.

This initiative contributes to addressing the challenges identified in the Commission's fourth report on trafficking in human beings, such as the isolation of victims as well as the difficulty to identify and support them, in particular when it comes to vulnerable groups, challenges related to the economic effects of the pandemic and the shift to online exploitation, as well as the need for improved cross-border cooperation. It will also support the implementation of the revised Directive on preventing and combating trafficking in human beings and protecting its victims, once formally adopted. The revised Directive was proposed by the Commission in December 2022 and provisionally agreed by co-legislators in January 2024.

Commission clears creation of joint venture by Enbridge, MPLX and ISQ

The European Commission has approved, under the EU Merger Regulation, the creation of a joint venture by Enbridge Inc. (‘Enbridge') of Canada, MPLX Delaware Basin LLC (‘MPLX') and I Squared Capital Advisors (US), LLC (‘ISQ'), both of the US.

The transaction relates primarily to natural gas transmission and storage in Texas, US.

The Commission concluded that the notified transaction would not raise competition concerns, given the limited impact on the European Economic Area. The notified transaction was examined under the simplified merger review procedure.

Commission clears acquisition of Carrier Refrigeration by Haier

The European Commission has approved, under the EU Merger Regulation, the acquisition of sole control of Carrier Refrigeration Benelux B.V. (‘Carrier Refrigeration') by Haier Europe Appliances Holding B.V. (‘Haier'), both of the Netherlands.

The transaction relates primarily to the manufacturing and supply of commercial and industrial refrigeration solutions.

The Commission concluded that the notified transaction would not raise competition concerns, given the companies' limited combined market position resulting from the proposed transaction. The notified transaction was examined under the simplified merger review procedure.

Commission welcomes Council decision on the use of proceeds from immobilised Russian assets for Ukraine

The Commission welcomes the formal decision taken yesterday in the General Affairs Council on the Commission's and High Representative's proposal to use the proceeds from immobilised Russian assets for Ukraine.

Executive Vice-President for an Economy that Works for People, Valdis Dombrovskis, said yesterday: "I welcome the formal decision taken today in the Council which will allow the extraordinary revenues from assets of the Russian Central Bank immobilised under sanctions following Russia's war of aggression against Ukraine, to be used to the benefit of Ukraine. The EU has chosen a way forward that is legally sound, and flexible so that support can adjust to Ukraine's most pressing needs. Speed remains of the essence and the Commission will continue making all efforts to allow the first payment to be made already in July.”

Vice-President for Values and Transparency, Věra Jourová, yesterday declared: “Today's decision marks a significant step forward in our unwavering support for Ukraine. This initiative not only aids Ukraine in its recovery but also underscores our commitment to upholding international law and justice. In 2024 the proceeds from the immobilised assets will primarily support Ukraine's military activities to defend itself and to boost its military capabilities, to meet the country's most immediate needs.”

The decisions will enter into force after their publication in the Official Journal. Resources will be available to support Ukraine starting from July 2024, with bi-annual payments.

La vice-présidente Jourová continue sa « tournée de la démocratie » en France

Aujourd'hui et demain, Věra Jourová, vice-présidente chargée des valeurs et de la transparence, sera à Paris dans le cadre de ses visites dans les États membres pour discuter de la protection des élections et de la démocratie. Au cours de cette « tournée de la démocratie », la vice-présidente Jourová se rend dans de nombreux États membres dans les semaines qui précédent les élections européennes pour des échange de vues avec des représentants gouvernementaux et de la société civile sur la meilleure manière de protéger les élections et de renforcer la résilience de nos démocraties. L'accent est mis sur la liberté des médias et sur la protection de nos démocraties contre la désinformation, la manipulation de l'information et l'ingérence étrangère.

À Paris, la vice-présidente ouvrira une conférence consacrée à la lutte contre les ingérences étrangères et la désinformation à l'ambassade de Lituanie en France, avec Jean-Noël Barrot, ministre délégué à l'Europe de la France, ainsi que Vygintus Gasparavicius, vice-ministre de la culture de Lituanie.

Elle participera à différentes tables rondes, notamment avec des représentants du secrétariat général de la défense et de la sécurité nationale, du service de vigilance et protection contre les ingérences numériques étrangères (VIGINUM), du ministère de l'intérieur ainsi qu'avec le président de l'autorité de régulation de la communication audiovisuelle et numérique (Arcom). Elle rencontrera également des représentants du comité de pilotage des États généraux de l'information, ainsi que différents experts de la lutte contre la désinformation.

Le commissaire Várhelyi se rend à Ankara pour discuter de la coopération avec la Turquie

Du 22 au 24 mai, le commissaire au voisinage et à l'élargissement, Olivér Várhelyi, sera à Ankara pour discuter des relations bilatérales et de la coopération avec la Turquie. Cette mission fait suite au débat stratégique que le Conseil européen a tenu en avril sur les relations entre l'UE et la Turquie et constitue la quatrième visite officielle d'un membre de la Commission européenne dans le pays au cours du mois dernier, démontrant l'importance que l'UE attache au partenariat avec la Turquie.

Au cours de sa visite, le commissaire Várhelyi rencontrera des hauts fonctionnaires du gouvernement afin de discuter de la façon de faire avancer les travaux sur les recommandations de la communication conjointe sur les relations UE-Turquie de novembre 2023, à la suite de la conclusion du Conseil européen extraordinaire des 17 et 18 avril. Il rencontrera Cevdet Yilmaz, vice-président de la Turquie, Hakan Fidan, ministre des Affaires étrangères, Ali Yerlikaya, ministre de l'Intérieur, Mehmet Simsek, ministre du Trésor et des finances et Omer Bolat, ministre du commerce.

Le commissaire participera à une conférence de presse avec le ministre des affaires étrangères, Hakan Fidan, le jeudi 23 mai aux alentours de 13h30 (HAEC), à l'issue de sa réunion, qui sera diffusée sur EbS.
