Commission request information from X on decreasing content moderation resources under the Digital Services Act

Today, the Commission has sent X a request for information (RFI) under the Digital Services Act (DSA). The request seeks to obtain more details on X's content moderation activities and resources, on the risk assessment conducted by X in relation to the implementation of generative AI tools in the EU as well as on other areas covered by the ongoing proceedings.

In particular, the Commission is requesting X to provide detailed information and internal documents on its content moderation resources in light of its latest Transparency report under the DSA, which revealed that X has curtailed its team of content moderators by almost 20% since the preceding report in October 2023, reducing linguistic coverage within the European Union from 11 EU languages to 7. The Commission is also seeking further details on the risk assessments and mitigation measures linked to the impact of generative AI tools on electoral processes, dissemination of illegal content, and protection of fundamental rights.

In December 2023, the Commission opened formal proceedings against X to assess whether X may have breached the Digital Services Act (DSA) in areas linked to risk management, content moderation, dark patterns, advertising transparency and data access for researchers.

The request for information sent today is a further step in an ongoing investigation. It builds upon the evidence gathering and analysis conducted so far, including in relation to X's Transparency report published in March 2024 and X's replies to previous requests for information, which addressed, among others, mitigation measures for risks linked to generative AI.

X must provide the requested information related to content moderation resources and generative AI to the Commission by 17 May 2024, and for the remaining questions by 27 May 2024. Pursuant to Article 74 (2) of the DSA, the Commission can impose fines for incorrect, incomplete, or misleading information in response to a request for information. In case of failure to reply, the Commission may decide to request the information by decision. In this scenario, failure to reply by the deadline could lead to the imposition of periodic penalty payments.

La Commission renforce la sensibilisation aux risques de désinformation et de manipulation de l'information

La Commission a lancé une série d'actions de sensibilisation aux risques de désinformation, de manipulation de l'information et d'ingérence étrangère, à l'approche des élections européennes.

En collaboration avec le groupe des régulateurs européens des services de médias audiovisuels (ERGA), qui réunit les 27 organismes nationaux indépendants de régulation dans le domaine des services audiovisuels, elle a donné le coup d'envoi d'une campagne de communication commune visant à informer les citoyens des risques associés, à encourager l'esprit critique et à fournir des conseils pratiques sur la manière de repérer et de combattre la désinformation. La vidéo de la campagne sera diffusée dans tous les États membres, disponible dans les 24 langues officielles de l'UE jusqu'au début du mois de juin

La Commission publie également une nouvelle boîte à outils contenant des conseils pratiques pour les enseignants et les éducateurs, y compris des suggestions pratiques pour les aider à expliquer la désinformation et la manipulation de l'information aux étudiants et aux jeunes et à leur donner les moyens de la reconnaître et de la combattre.

En outre, une nouvelle page web offrira un point d'accès unique à toutes les informations et ressources utiles sur la communication stratégique et la lutte contre la désinformation.

L'Année européenne des compétences s'achève par une sensibilisation accrue du public aux politiques de l'UE en matière de compétences

La Commission marque aujourd'hui la fin de l'Année européenne des compétences, qui vise à aider les personnes à acquérir les compétences dont elles ont besoin pour des emplois de qualité et à aider les entreprises à remédier aux pénuries de compétences dans l'UE. Cela est particulièrement important pour les transitions écologique et numérique.

Tout au long de l'Année européenne, l'UE a dirigé 190 initiatives axées sur les compétences et a accueilli plus de 2 000 événements et activités dans toute l'Europe, mobilisant des millions de personnes et mettant les compétences au centre des compétences aux niveaux local, régional et européen. Dans l'ensemble, la sensibilisation au développement des compétences est passée de 26 % à 53 % selon les premiers résultats d'une enquête sur le socle européen des droits sociaux rassemblés auprès de 3 500 répondants dans 12 États membres. En outre, 64 % des personnes interrogées qui ont vu la campagne de l'Année européenne des compétences ont indiqué qu'elles étaient désormais disposées à suivre un cours de formation.

L'Année européenne des compétences a servi de plateforme de dialogue, de collaboration et d'action entre les institutions nationales et de l'UE, les partenaires sociaux, les prestataires d'enseignement et de formation, les apprenants, les services publics de l'emploi et les entreprises, dans le but d'instaurer une culture durable du perfectionnement et de la reconversion professionnels en Europe.

Des événements phares tels que « Making Skills Count », « Meet the Champions of Excellence », « European Vocational Skills Week » ont mis en évidence l'importance des compétences clés applicables à travers différents secteurs, et souligné la nécessité de poursuivre la coopération avec toutes les parties prenantes. « Real People Real Skills » présente plus de 200 récits de compétences personnelles, mettant en avant le pouvoir transformateur des compétences et illustrant comment le financement de l'UE peut avoir un impact positif sur la vie des citoyens européens.

À la suite du discours de la Présidente von der Leyen sur l'état de l'Union 2022, l'Année européenne des compétences avait été lancée en mai 2023. Celle-ci a mise en avant l'importance de promouvoir et d'investir dans l'éducation et la formation tout au long de la vie. Elle a également suscité des actions concrètes en vue d'atteindre l'objectif européen de 2030, qui est de garantir qu'au moins 60 % des adultes suivent une formation tous les ans. En s'appuyant sur la dynamique de l'Année européenne, les efforts déployés par l'UE pour renforcer les compétences se poursuivront, comme indiqué également dans le plan d'action de la Commission de mars 2024 visant à remédier aux pénuries de main-d'œuvre et de compétences.

Commission publishes country-specific analysis on social convergence for seven Member States in the context of the European Semester

The Commission has published a detailed country analysis in the areas of employment, skills and social inclusion for Bulgaria, Estonia, Spain, Italy, Lithuania, Hungary and Romania, detailing the results of the Social Convergence Framework.

This second-stage analysis builds on the findings of the Joint Employment Report (JER) 2024 comprising a first-stage analysis of all Member States. The JER was presented by the Commission as part of the 2024 Semester Autumn Package and adopted by the Council in March 2024.

The present analysis will now be the object of in-depth multilateral discussions with Member States in both the Employment Committee and the Social Protection Committee, ahead of the forthcoming adoption of the European Semester Spring Package.

The European Semester is the European Union's framework for the coordination and surveillance of economic, employment and social policies.

Spirit drink from Slovakia added to register of Protected Geographical Indications*

The European Commission has today added Trenčianska borovička ‘JUNIPERUS'; a spirit drink from Slovakia, to the register of Protected Geographical Indications (PGI).

Trenčianska borovička ‘JUNIPERUS' is a clear, colourless spirit drink with an alcohol content of 42 % vol., with a pronounced aroma and an intense taste of common and prickly juniper. ‘Trenčianska borovička ‘JUNIPERUS', is produced using aged juniper spirit, refined neutral spirit and liquid sugar. The key ingredient that gives the spirit drink its specific properties and distinctive character, is the juniper distillate. In particular, the taste is conferred by a fixed percentage of aged juniper distillate, which is produced by two-step distillation of a fermented mash of common juniper (Juniperus communis L.) and prickly juniper (Juniperus oxycedrus L.) berries. Only ripe juniper berries, free of rot and unripe fruit, are used.

It is a colourless and slightly viscous liquid with a slight sweetness, a spicy aftertaste, an aroma of juniper berries and a slight unctuosity.

The production is carried out in the city of Trenčín. The product has been marketed for more than a hundred years on the strength of its renowned quality, typical flavour and respect for a traditional production process.

This new denomination will be added to the list of 1,910 wines and spirit drinks already protected. The list of all protected geographical indications can be found in the eAmbrosia database.

Commission clears acquisition of REIN by Hydro Energi and MIRACL

The European Commission has approved, under the EU Merger Regulation, the acquisition of joint control of Hydro REIN (‘REIN') by Hydro Energi, both of Norway, and Macquarie Infrastructure and Real Assets Core Limited (‘MIRACL') of the UK.

The transaction relates primarily to the renewable energy sector.

The Commission concluded that the notified transaction would not raise competition concerns, given that the companies are not active in the same or vertically related markets. The notified transaction was examined under the simplified merger review procedure.

La Commission autorise l'acquisition de Mailstep par CVC et EMMA

La Commission européenne a approuvé, en vertu du règlement européen sur les concentrations, l'acquisition du contrôle conjoint de Mail Step a.s. (« Mailstep »), basée en Tchèquie par CVC Capital Partners SICAV-FIS S.A. (« CVC »), basée au Luxembourg et EMMA Alpha Holding Ltd. (« EMMA »), basée à Chypre.

La transaction concerne principalement le secteur des services de livraison de colis.

La Commission a conclu que la concentration envisagée ne soulèverait pas de problème de concurrence, compte tenu de la position de marché limitée des entreprises concernées résultant de la transaction proposée. La transaction notifiée a été examinée dans le cadre de la procédure simplifiée du contrôle des concentrations.

Commission clears acquisition of East Grain by Agrofert

The European Commission has approved, under the EU Merger Regulation, the acquisition of sole control of East Grain of Romania by Agrofert of Czechia.

The transaction relates primarily to the trade of cereals, oilseeds, animal feed and mineral fertilizers.

The Commission concluded that the notified transaction would not raise competition concerns, given the companies' limited combined market position resulting from the proposed transaction. The notified transaction was examined under the simplified merger review procedure.

Vice-President Jourová to attend G7 meeting of Justice Ministers in Venice

Tomorrow, Vice-President for Values and Transparency, Věra Jourová, will travel to Venice, Italy to participate in the third meeting of G7 Justice Ministers.

The Vice-President, together with representatives of Canada, France, Germany, Italy, Japan, the United Kingdom, and the United States, will discuss issues related to Russia's war against Ukraine, the rule of law, and the fight against organised crime, among others.

Vice-President Jourová will intervene in sessions dedicated to discussing the participants' key priorities related to the war in Ukraine as well as enhancing G7 cooperation in the field of justice – where a new ‘Venice Justice Group' will be established.

In the margins of the meeting, Vice-President Jourová will also meet bilaterally with the Minister of Justice and Attorney General of Canada, Arif Virani; the Minister of Justice of Ukraine, Denys Maliuska, and the Ukrainian Prosecutor General, Andriy Kostin; and the US Attorney General, Merrick Garland.

The G7 Justice Ministerial is a new G7 track created as an answer to Russia's war against Ukraine. It met for the first time in November 2022 and for the second time in July 2023.
