Commission carries out unannounced foreign subsidies inspections in the security equipment sector

The European Commission is carrying out unannounced inspections at the premises of a company active in the production and sale of security equipment in the European Union.

The Commission has indications that the inspected company may have received foreign subsidies that could distort the internal market pursuant to the Foreign Subsidies Regulation.

The Commission officials were accompanied by their counterparts from the national competition authorities of the Member States where the inspections were carried out.

Unannounced inspections are a preliminary investigative step into suspected distortive foreign subsidies. The fact that the Commission carries out such inspections does not mean that the company in question has indeed received distortive foreign subsidies, nor does it prejudge the outcome of the investigation. If the Commission were to find sufficient indications of the existence of distortive foreign subsidies, it will open an in-depth investigation.

Commission publishes in-depth reviews for six Member States to assess macroeconomic imbalances in the context of the European Semester

The Commission has today published six in-depth reviews (IDRs) for France, Germany, Greece, Hungary, Italy and Portugal.

The Alert Mechanism Report identifies Member States for which IDRs should be undertaken to assess whether they are experiencing macroeconomic imbalances.

The 2024 Alert Mechanism Report (AMR) adopted in November 2023 as part of the Autumn European Semester package selected 12 Member States for which an IDR should be prepared.

This year, in response to a request from Member States expressed through Council conclusions, the IDRs have been presented in advance of the Spring European Semester Package to allow for more in-depth multilateral discussions with Member States ahead of the Commission's proposals for country-specific recommendations.

The IDRs for Cyprus, the Netherlands, Romania, Slovakia, Spain, and Sweden were already published on 25 March.

The Commission's final assessment of the existence of macroeconomic imbalances for these 12 Member States will be presented as part of the European Semester Spring Package in June along with country-specific recommendations.

The European Semester is the European Union's framework for the coordination and surveillance of economic and social policies.

La Commission investit 112 millions d'euros dans l'intelligence artificielle et la recherche et l'innovation quantiques

La Commission a lancé des appels à propositions dans le cadre du programme de travail numérique, industriel et spatial 2023-2024 d'Horizon Europe pour la recherche et l'innovation dans le domaine de l'intelligence artificielle (IA) et des technologies quantiques.

La Commission investira plus de 65 millions d'euros dans l'IA. Sur ce montant, 50 millions d'euros seront consacrés à des projets visant à mettre au point de nouvelles manières de combiner les données et à étendre les grandes capacités de modèles d'IA. Un montant supplémentaire de 15 millions d'euros sera investi dans le développement de systèmes d'IA solides et transparents. Les projets viseront à améliorer la fiabilité des systèmes d'IA et à fournir des informations pertinentes sur leurs processus décisionnels. Les investissements susmentionnés contribueront au développement d'une technologie de l'IA conforme à la législation sur l'IA et à l'approche européenne de l'IA centrée sur l'humain.

En outre, 40 millions d'euros seront investis pour stimuler la recherche sur les technologies quantiques de pointe et de pointe au niveau mondial, dont 25 millions d'euros seront investis pour la création d'un réseau paneuropéen de gravimètres quantiques (capteurs de gravité). 15 millions d'euros supplémentaires seront investis dans des projets transnationaux de recherche et de développement dans le domaine des technologies quantiques de nouvelle génération.

En outre, 7,5 millions d'euros supplémentaires seront consacrés à des projets qui soutiendront les valeurs européennes et placeront les citoyens au centre de la transformation numérique, et accroîtront l'influence de l'UE dans la standardisation mondiale des technologies de l'information et de la communication.

1,25 milliard d'euros d'Horizon Europe pour soutenir la recherche de pointe dans le cadre des actions Marie Skłodowska-Curie

La Commission a annoncé aujourd'hui des nouveaux appels d'une valeur de plus de 1,25 milliard d'euros pour soutenir la recherche dans le cadre des actions Marie Sklodowska-Curie (MSCA), qui font partie du programme de recherche et d'innovation de l'UE, Horizon Europe. Ces fonds permettront de développer d'excellents programmes doctoraux et postdoctoraux et de soutenir des projets collaboratifs de recherche et d'innovation.

Iliana Ivanova, commissaire chargée de l'innovation, de la recherche, de la culture, de l'éducation et de la jeunesse, a déclaré : « Avec les actions Marie Skłodowska-Curie dans le cadre d'Horizon Europe, nous nous engageons à encourager la collaboration internationale et à former la prochaine génération de chercheurs et d'innovateurs. Les 1,25 milliard d'euros alloués à ces appels catalyseront la recherche de pointe et stimuleront les carrières, la mobilité internationale et la formation interdisciplinaire de milliers d'esprits brillants. Nous avons besoin de ces excellents chercheurs en Europe pour rester à la pointe du progrès scientifique et relever les défis auxquels nous sommes confrontés. »

Le financement permettra de soutenir et de fournir des emplois à environ 10 000 chercheurs talentueux du monde entier, à tous stades de leur carrière, dans le cadre de projets de recherche couvrant tous les domaines scientifiques. Les chercheurs soutenus pourront mener leurs recherches tout en acquérant de nouvelles compétences et en développant leur carrière dans l'UE et au-delà.

Les MSCA dans le cadre d'Horizon Europe financent l'excellence dans la recherche et l'innovation et permettent aux chercheurs d'acquérir de nouvelles connaissances et compétences, grâce à la formation et aux expériences acquises à l'étranger, dans différents domaines scientifiques et secteurs socio-économiques. Ces actions favorisent la mise en œuvre des principes de la Charte européenne des chercheurs et des objectifs du nouveau cadre européen pour les carrières dans la recherche en fixant des normes communes, notamment pour la formation des chercheurs et leurs conditions de travail et de recrutement.

Commissioner Várhelyi visited Lebanon on 22 April 2024

Commissioner for Neighbourhood and Enlargement Olivér Várhelyi visited Beirut on 22 April 2024 following the meeting of the European Council on 17-18 April, where the European leaders recalled the European Union's strong support for Lebanon and the Lebanese people in the difficult circumstances the country is experiencing domestically and due to regional tensions.

During his visit, Commissioner Várhelyi met with Speaker of the Parliament Nabih Berri, Prime Minister Najib Mikati, Minister of Foreign Affairs Abdallah Bou Habib, and the Commander of the Lebanese Armed Forces Joseph Aoun.

The Commissioner's mission aimed to lay the groundwork for restarting dialogue and identify areas of reinforced cooperation.

La Commission approuve la demande de l'Espagne concernant la révision ciblée de son plan de relance

La Commission européenne a donné hier son aval à la demande de l'Espagne concernant une modification ciblée de son plan pour la reprise et la résilience. L'Espagne avait soumis cette demande à la Commission le 19 mars 2024. Les ajustements proposés sont d'ordre technique et font suite à la révision exhaustive du plan espagnol approuvée par le Conseil le 17 octobre 2023.

Le plan de relance et de résilience de l'Espagne représente un montant total de 163 milliards d'euros, répartis entre 79,8 milliards d'euros de subventions et 83,2 milliards d'euros de prêts. Il comprend au total 595 jalons et objectifs, 111 réformes et 142 investissements.

À ce jour, la Commission a versé plus de 23 % des fonds alloués à l'Espagne dans le cadre de la Facilité pour la reprise et la résilience, soit plus de 38 milliards d'euros, préfinancement compris. Davantage d'informations sur le plan de relance espagnol sont accessibles ici.

Executive Vice-President Dombrovskis and Commissioner Ferreira kick off the 2024 annual Technical Support Instrument conference to discuss EU support for reforms in the Member States

Tomorrow, Executive Vice-President for an Economy that Works for People Valdis Dombrovskis and Commissioner for Cohesion and Reforms Elisa Ferreira will open the annual Technical Support Instrument conference, ‘Reforms with an impact: Together we are stronger'. The aim of the conference is to discuss the impact that the Technical Support Instrument (TSI) has had in helping Member States deliver on their reforms' agenda on the ground.

The conference will welcome high-level representatives from the EU institutions, and national, regional, and local authorities in the Member States, to explore how the EU can continue to support national reform agendas towards a cleaner, resource-efficient, fairer, and competitive economy. These reforms range from the implementation of the green and digital transitions, tackling demographic changes, and reinforcing public administrations' capacity.

The two-day conference will also see the launch of the 5^th annual cycle of the TSI. This cycle will provide tailor-made technical support to Member States to help them to design and implement their reforms' agenda, which will impact citizens' lives in the EU and help to deliver on EU priorities on the ground. Member States will have until the end of October 2024 to submit to the Commission a request for support for 2025.

The TSI is the Commission's main instrument to provide technical support for reforms in the EU Member States. It builds on the success of its predecessor, the Structural Reform Support Programme, which since 2017 has implemented together with the TSI more than 1,800 technical support projects across all Member States.

Le vice-président exécutif Šefčovič se rend à Paris pour des rencontres sur la transition verte avec des représentants nationaux, le secteur industriel et des étudiants de Sciences Po

Du 24 au 26 avril 2024, le vice-président exécutif Šefčovič sera à Paris pour rencontrer des représentants politiques et industriels, ainsi que des citoyens français et internationaux, notamment des étudiants de l'Institut d'études politiques de Paris (Sciences Po). À l'occasion de cette visite, et dans le cadre de ses nombreux échanges, il abordera entre autres le pacte vert pour l'Europe, la compétitivité de notre industrie ainsi que l'avenir de l'Europe.

Mercredi, le vice-président exécutif Šefčovič prononcera un discours à Sciences Po Paris sur l'importance pour l'UE de mettre en œuvre le pacte vert pour l'Europe et d'accélérer la transition verte, et échangera avec les étudiants dans le cadre de son engagement à tenir des dialogues verts avec les citoyens. Le vice-président exécutif aura aussi l'opportunité d'aller à la rencontre des citoyens à l'occasion de l'avant-première du clip d'incitation au vote pour les élections européennes du 9 juin 2024 ‘Utilisez votre voix,' à Europa Expérience, l'espace interactif sur l'Union européenne à Paris.

Le vice-président exécutif rencontrera bilatéralement Bruno Le Maire, ministre de l'Économie, des Finances et de la Souveraineté industrielle et numérique, et Alexis Kohler, le secrétaire général de l'Élysée. Il aura également un échange approfondi avec la maire de Paris, Anne Hidalgo, notamment sur leur engagement commun au sein de la Convention mondiale des maires pour le climat et l'énergie (GCoM). Il discutera aussi avec des industriels et entrepreneurs français sur la compétitivité de l'industrie européenne, suite au bilan par la Commission européenne le 10 avril d'une série de dialogues sur la transition propre avec l'industrie et les partenaires sociaux de l'UE, pour guider l'Europe vers une économie propre, économe en ressources, juste et compétitive. Le vice-président exécutif visitera la station de ravitaillement en hydrogène d'Air Liquide.

Vendredi, le vice-président exécutif Šefčovič participera à une réunion avec l'Observatoire international des émissions de méthane (IMEO) et notamment le Président de son Comité de mise en œuvre, l'ancien commissaire européen Andris Piebalgs. L'Observatoire a été lancé par le Programme des Nations Unies pour l'environnement (PNUE) avec le soutien de l'Union européenne, pour piloter une action mondiale visant à réduire les émissions de méthane, lors du sommet du G20 en 2021, et à la veille de la conférence climatique COP26 de l'ONU à Glasgow.

COLLEGE MEETING: The European Commission transfers in the interests of the service a Hors-Classe Adviser to its Secretariat-General

The European Commission has decided to transfer in the interest of the service Simon Mordue to the function of Hors-Classe Adviser for the preparation and coordination of the Commission's participation to the ‘Ukraine Peace Conference' at the Commission's Secretariat-General (SG). The Commission's Secretariat-General is responsible for the overall coherence of the Commission's work – both in shaping new policies, and in steering them through the other EU institutions.

Simon Mordue is currently on secondment as Chief Foreign Policy Adviser to the President of the Council. Earlier in his career, he took on several senior management roles and was appointed Deputy Director-General for Migration at the Directorate-General Migration and Home Affairs (DG HOME), and prior to that, Director in Directorate-General for Neighbourhood and Enlargement Negotiations (DG NEAR) responsible for Strategy, Policy and Turkey. He also served in senior cabinet roles, being Deputy Head of Cabinet of Vice-President Verheugen and Head of Cabinet of Commissioner for Enlargement and European Neighbouring Policy, Štefan Füle. Mr Mordue also spent several years in external representation functions, most notably as Head of the EU Delegation in Kenya. He was also Head of the Cooperation section in the former Commission office in Romania, before moving to the EU Delegation to Turkey where he headed the financial cooperation sector. Simon Mordue joined the Commission in 1994.

COLLEGE MEETING: The European Commission appoints a new Deputy Director-General for its department for Climate Action

Today, the European Commission has appointed Jan Dusik as Deputy Director-General ‘Innovation, adaptation and resilience, stakeholder relations' at the Directorate-General for Climate Action (DG CLIMA). The main mission of this Commission department is to support the Commission's efforts to fight climate change at the level of both the EU and internationally. The date of effect will be determined later.

Mr Dusik, a Czech national, has an extensive professional experience of almost 30 years in the area of climate action. Throughout his remarkably extensive involvement in climate issues, he has a substantial track-record of negotiations at senior level, demonstrated solid leadership capacity along with the ability of conceiving innovative solutions in the face of complex policy challenges. Moreover, his involvement in wide-ranging activities both at the national and European level, combined with his excellent communication skills have allowed him to build a broad variety of trusted relationships with a plethora of actors and stakeholders across EU and international institutions, authorities and organisations which will serve him well in his new capacity.

Jan Dusik, a Czech national, has a remarkably long career stint in the Czech Ministry of Environment, where he has had various responsibilities, including the accession negotiations and then EU relations in the environmental sector. Among others, he has successfully coordinated Czechia's climate diplomacy activities during the Czech Presidency of the Council of the EU in 2022 and also led ministerial negotiations during COP27 on behalf of the EU. Mr Dusik is also a Senior Member of the Arctic programme of the World Wide Fund for Nature (WWF). In earlier stages of his career, he worked as Deputy Minister for climate protection at the Czech Ministry of Environment, as Principal Adviser on strategic engagement for the Arctic and Antarctic at the United Nations Environment Programme and as Regional Director and Regional representative for Europe at the UN Environment programme in Geneva, Switzerland.
