At-risk-of-poverty rate in the EU remains broadly stable

EU statistics on income and living conditions (EU-SILC) 2025, based on 2024 income, show that 72.4 million people in the EU, or 16.3% of the population, were at risk of poverty. This share is 0.1 percentage points higher than in the previous survey year.

Because the latest EU-SILC income data refer to 2024, Eurostat has produced flash estimates for 2025 income to predict how the at-risk-of-poverty rate will develop for the upcoming EU-SILC 2026. These flash estimates point to overall stability, with a slight, statistically non-significant increase in the EU at-risk-of-poverty rate to 16.4%.

This information is based on EU-SILC indicators and flash estimates produced under Eurostat’s experimental statistics on income inequality and poverty indicators.
