NextGenerationEU: La Finlande présente une demande de modification du plan pour la reprise et la résilience

La Finlande a présenté hier à la Commission une demande de modification de son plan pour la reprise et la résilience. La Finlande a demandé la suppression de deux investissements inclus dans son plan, l'un concernant le remplacement des systèmes de chauffage à combustibles fossiles des bâtiments par des systèmes à faibles émissions de carbone, et l'autre relatif aux infrastructures de recharge des véhicules privés. La Finlande continuera à mettre en œuvre ces mesures au moyen de fonds nationaux. La Finlande a également demandé que 18 mesures figurant dans son plan soient modifiées afin de tenir compte du montant réduit des subventions au titre de la facilité pour la reprise et la résilience.

En vertu du règlement relatif à la facilité pour la reprise et la résilience (FRR), un État membre peut demander une révision de son plan dans des cas limités et bien définis. La demande de la Finlande est fondée sur la nécessité de tenir compte de la révision de son allocation maximale au titre de la FRR, qui passe de 2,1 milliards d'euros à 1,8 milliards d'euros. Cette révision fait partie de la mise à jour de juin 2022 de la clé de répartition des subventions au titre de la FRR. Cette mise à jour, qui concerne tous les États membres, tient compte de la différence entre la croissance réelle et la croissance estimée du PIB entre 2020 et 2022. La baisse de l'allocation des subventions au titre de la FRR par la Finlande à la suite de la mise à jour de juin 2022 est le résultat d'un résultat économique comparativement meilleur en 2020 et 2021 que prévu initialement.

Comme indiqué dans le règlement de la FRR, la Commission dispose à présent d'un délai de deux mois pour évaluer les modifications proposées par la Finlande et déterminer si le plan modifié satisfait toujours aux 11 critères d'évaluation énoncés dans le règlement FRR.

Si l'évaluation de la Commission est positive, elle présentera une proposition de décision d'exécution du Conseil modifiée afin de tenir compte des modifications apportées au plan finlandais. Les États membres disposeront alors d'un délai maximal de quatre semaines pour approuver l'évaluation de la Commission.

EU welcomes Japan's decision to strengthen sanctions against Russia

The EU welcomes Japan's decision taken today to further align its export controls with those taken by the EU, its allies and partners.

Japan is strengthening its export controls on sensitive technologies as part of an unprecedented, coordinated global effort to ensure the effectiveness of sanctions against Russia.

The EU works closely with international partners, including Japan, to starve Russia of sensitive technologies that risk being used to fuel Russia's unjustified aggression against Ukraine or to support Russia's military-industrial complex.

Our sanctions have curtailed the possibility to export dual-use goods to Russia, severely limiting Russia's access to a broad range of advanced technologies, including drones, software for encryption devices, semiconductors, and chemicals used for the production of weapons and military systems.

Non-transposition de la législation de l'UE: la Commission prend des mesures en vue d'assurer une transposition complète et en temps voulu des directives de l'UE

La Commission adopte un ensemble de décisions en matière d'infractions en raison de l'absence de communication par les États membres des mesures prises pour transposer certaines directives de l'UE en droit national. Elle adresse des lettres de mise en demeure aux États membres qui n'ont pas communiqué les mesures nationales de transposition des directives dont le délai de transposition a expiré récemment. Dans le cas présent, 25 États membres n'ont pas encore communiqué les mesures de transposition complète de quatre directives de l'UE dans les domaines de la fiscalité et de l'union douanière, de la justice, ainsi que de la santé publique. Les États membres concernés disposent à présent d'un délai de deux mois pour répondre aux lettres de mise en demeure et mener la transposition à bien. À défaut, la Commission pourrait décider d'émettre des avis motivés.

New transition pathway to support the chemical industry's green and digital transitions

Today, the Commission published a transition pathway for the chemical industry presenting a joint plan prepared with key representatives of the chemical industry, NGOs and other interested parties.

The pathway helps to prepare a business case and a roadmap for investments towards safe and sustainable chemicals. The outlined actions, to be implemented by the entire ecosystem, seek to foster innovation collaboration, information gathering to support feedstock diversification; and improve clean energy supply thanks to electrification, hydrogen production or waste reuse. These measures can support the transformation of the chemicals industry, ensure its competitiveness and its contribution to the manufacturing of the green and digital technologies of tomorrow.

The pathway also contains an overview of the timeline of regulatory actions in this industrial ecosystem. The Commission will present the pathway at the Chemical Industry High-Level Round Table on 1^st February. Interested parties will then work together to jointly implement the agreed actions, further assess investment needs and present their commitments for the transition.

The Commission proposed to develop transition pathways in different ecosystems in the May 2021 Industrial Strategy Update, as part of efforts to accelerate the green and digital transformation of European industry. So far, the Commission delivered, jointly with interested parties, transition pathways in the field the Tourism, Energy Intensive Industries and Proximity and Social Economy ecosystems. State aid: Commission approves re-introduction of Romanian scheme, including budget increase, to support companies in the context of Russia's war against Ukraine

The European Commission has found the re-introduction of a Romanian aid scheme to support companies in the context of Russia's war against Ukraine to be in line with the State Aid Temporary Crisis Framework, adopted by the Commission on 23 March 2022, and amended on 20 July 2022 and on 28 October 2022.

The scheme constitutes a re-introduction of a measure that the Commission initially approved in September 2022 (SA.103626) and which expired on 31 December 2022. Under the scheme, public support takes the form of (i) guarantees on new loans and (ii) direct grants. Romania notified a number of amendments to the original scheme, including notably: (i) an overall budget increase by up to €695 million (RON 3.4 billion); (ii) the re-introduction of the scheme until 31 December 2023; and (iii) an increase of the maximum aid ceilings for direct grants, in line with the Temporary Crisis Framework as amended on 28 October 2022. The re-introduced scheme aims at ensuring that sufficient liquidity remains available to companies affected by the disturbance of the economy caused by the current geopolitical crisis.

The Commission found that the Romanian scheme, as re-introduced, continues to be in line with the conditions set out in the Temporary Crisis Framework. In particular, with respect to the guarantees on loans (i) the aid will cover guarantees on loans with a limited maturity and size; and (ii) the guarantee premiums respect the minimum levels set out in the Temporary Crisis Framework. With respect to the direct grants, the aid will not exceed €250,000 per beneficiary active in the primary production of agricultural products, €300,000 per beneficiary active in the fishery and aquaculture sectors and €2 million per beneficiary active in all other sectors. Support under the scheme will be granted no later than 31 December 2023. The Commission concluded that the scheme remains necessary, appropriate and proportionate to remedy a serious disturbance in the economy of a Member State, in line with Article 107(3)(b) TFEU and the conditions set out in the Temporary Crisis Framework. On this basis, the Commission approved the scheme, as re-introduced, under EU State aid rules.

In view of Data Protection Day on 28 January, Věra Jourová, Vice-President for Values and Transparency, and Didier Reynders, Commissioner for Justice, issued the following statement:

“European data protection laws have become a global benchmark for the protection of personal data and continuing to ensure their full implementation and robust enforcement remains our top priority. Last year saw the finalisation of the negotiations between the EU and the US on a new Data Privacy Framework, which allowed the Commission to launch the procedure to adopt an adequacy decision for trans-Atlantic data flows.”
